Latest news is that I've installed TLP and the fans have spun down. So the symptom of spinning fans has gone ... I still don't know the original cause.

It'll try optimize battery life, which usually means spinning down as much as it can. I've had good experience with it on misbehaving systems.

I'm not sure about Ubuntu 20.04, but on 22.04, that setting is visible when you click the battery icon in the top bar.

I've tried running through the menus and can't find it at all on the 20.04 machine.
