Is it even something that the protocol supports (or can be made to support)?

My understanding is that your relay list is indeed transmitted as a message between relays - you can see this for example if you use an extension like alby to manage your nostr private key, and on a client like iris.to you hit the "save relays publicly" button, it asks to sign a message that has all of your chosen relays and their read/write permissions.

Global feed is mostly spam now. I guess it was inevitable.
