The ostensible goal of this ad was to inform red districts that their representatives are taking credit for bills they voted against.

How does ode to bipartisanship help?

If anything, those voters might feel that voting Republican is fine since they trap the benefits anyway.

The bipartisan thing only makes sense to me if its aim is to combat the “radical left” idea pushed by Republicans to get centrist votes.

Like in the UK where the (current) Labour party does everything they can to avoid being painted as far-left with the aim of attracting moderate Cons / swing voters.

Targeting small, red areas does conflict with that idea though.

And those are the votes that matter, unfortunately. Biden won't convert MAGAs and already thinks he can count on Dems, which is probably fair in a two-party system. (At least, I assume this is the reasoning.)
