Anyone can rebroadcast any note to any relay. Since a note which is valid is complete as is and there is no need of resigning or whatever to reboradcast. If you bitcoin, then think of a singed note like of a signed transaction.

Depends a bit on the client you are using. Mainly it's called boost or quote on my client and is something like a retweet on twatter.

Never do the same again. Having understood the fee market and lowered my time preference.
But if I had started transacting mainchain in a moderate fee environment like you right now, I'd spend the fees as you do too. One needs to verify that this thing is working.
