unfortunately that can't be enforced at the protocol level so somebody was going to make a UI for making badges without paying sooner or later. I think is fine everyone can create them, we just need better moderation in badges.page imo.
No but seeing lots of reasons to add moderation, unfortunately don't have time until next week.
