Twitch bans multi-streaming only if you're a signed streamer, as in you have a signed contact with them as a "partnered streamer".
If you're not signed, you can stream wherever you want and on as many platforms as you want simultaneously.
Political impediments is a nice way of putting it.

There's already a NIP around a small POW for each event sent to a relay. Seems like a sufficiently sound spam prevention mechanism, assuming most relays implement it.

What's interesting here is that the ISP's started frowning at this, because in particular Twitter and Facebook, they have their Social Logins attached, which if you block those two social networks, won't work, and will definitely create a whole lot of other problems for users, rioters or not.
