I'm pretty sceptical still... since the price seems to have been so suppressed over time, the bitcoin liquidity is still relatively tiny (I.e. if it was pre-planned , wouldn't it be more likely that price would have been allowed to float more so that it could grow to a liquidity size where it could operate as an alternative clearing mechanism/asset for global trade?)

They could yes. This would be the smart move for the government. Regardless, it is important we remember how the power organization has played out in our world. It may not necessarily be the government at the top with the most power, but rather the fiat money spigots and those whoring to get themselves wet with it.
