I used to have an app (Automate) that can run scripts and one script I used did turn off and on the wifi based on your GPS location, but I don't use this app anymore as it's not open source and quite heavy on ressources sometimes.

I think the random MAC is enough and I try to turn off manually when I travel.

I agree on the always on VPN, I use my own server to always be like at home. Downside is that if your device got seized unlocked the person will have acces to your home network but it's not really in my treat model.
