Ok, so, A country is considered 'weak', if it imports too much relative to its exports. Geographical occurrence of certain natural resources are a different thing. But advanced technologies, defence technologies, advanced machineries, medicines and medical equipment etc..,are not natural resources. If you are importing such things too much, then you are standing on a weak ground. Japan doesn't have a large landmass and natural resources compared to many other countries, still it is rich. Most of the African countries have lots of landmass and natural resources, still they are poor.
