I say it to differentiate a proof of work blockchain from blockchains that use other consensus mechanisms such as primarily proof of stake.

A blockchain backed up by proof of work is imo a true timechain, whereas proof of stake ones are blockchains but not timechains, since they lack the property of unforgeable costliness.
