firstly, his name is Roma and he is Ukrainian. this was filmed in 1997 in a Ukrainian club called Dvushka (more famously known as Disco-2000), in the city of Kharkiv. secondly, "gypsy kid" as he was also referred to as, here implies that he is a Romani person, which is allegedly incorrect.

there is still much speculation about who this kid is, with one person claiming to be "the gypsy kid" in the comments section of a 'the culturist' article, under the guise 'B.H! according to this person, his father was the venue owner and so he was filmed dancing there on a few separate occasions to promote the club.

the footage was taken for a show called Koza, where the presenter goes to diff clubs in Kharkiv and interviews ppl. It was uploaded in 2011, in a world where the techno viking and 'strange rave from the 90s' also became viral memes.
