Couldn't that #government just block Tor itself?

It wouldn't be hard to block all traffic to and from the IP addresses of all Tor nodes.

All you would have to do is create a bot that constantly creates new circuits, and for each connection, logs the entry and exit node IP addresses. Then block those IP addresses.

If any #government was serious about censoring #nostr, wouldn't it be very easy?

For starters, just block all traffic to and from the IP addresses of the default relays included with #damus and #amethyst. That's almost all users already.
