I assume this is in regard to trivia. I spoke with car dealer last month and, although being quite young, he was really struggling with English, hence a conversation on the topic developed, and he said to this day primary foreign language in east Germany is Russian. Did not researched into how wide this is.

There's an active Proof of Work pull request for Tor. 22'August was the worst DDOS attack Tor protocol has seen. Ddosed services would require client PoW.
I would even go as far as turning these attacks into mining to fund network/devs. Real finger for privacy haters @torproject
