Yeah, I don't have a PayPal acct to confirm how it is today, but I know PayPal used to be non-withdrawable. I like that the DMV is willing to accept non-USD, but hopefully public pressure forces them to allow #bitcoin payments, and not just PayPal payments.
This is only through PayPal. You cannot pay #bitcoin to a Bitcoin or Lightning address.... so basically, its just PayPal private ledger, not Bitcoin or any crypto.
#simplex experience on Android is 4.5/5 stars. There's some rough edges, which I totally expect from a small team building something totally different, but overall its a pretty damned good tool.
