Yup, Reticulum is literally designed for keeping services like Nostr going in scenario #4, but I can also see a strong use case for #3 Hack Attack - keeping limited connectivity to low-bandwidth services going during widespread outages.
And Scenario #1 Lockstep is what China has already (Gaza too). I can certainly see a need to be able to re-bridge isolated networks and get data in and out against the wishes of the State.

Most of the environmental movements big wins in the USA were civil actions via the Tort of Nuisance. Landfill gas mining is a good way to not get sued again.
