The youngest ones, 13 and 14 year olds are often still in puberty. There are a few late bloomers of course. But the vast majority of teenagers are adults. That's just scientific fact.

The politically easy thing to do was to blame young people, who rarely vote and didn't have the numbers to be a real political force anyway (the Boomers outnumbered Gen X by a sizeable margin). So they raised the drinking age to 21. An absurd number, but nobody cared.

In the 1980s Americans decided that they had a drunk driving problem. They could have dropped the legal limit for blood alcohol to 0.00% as many countries did. Or even drop it to 0.025%. Nope. Steps like that would inconvenience too many voters.
