There are children, there is puberty, and then adults. Most teenagers are postpubescent and therefore young adults. It is nature. It is very simple. This is not complicated.
The line between child and adult is clear and can be measured easily (secondary sexual characteristics)
The line between "teenager" and adult is nonexistent. There is no indicator to show when that change happens. It is an illusion.
You think ear hair is a joke, but it is at least one measurable characteristic that changes with age.
You have exactly zero indicators which would show who has reached adulthood and who is still a teen.

Laws which purport to protect 17 year olds against "pedophiles" are used to prosecute 17 year olds who photograph their own bodies. Those laws don't protect anyone. They were meant to police the sexual behavior of young adults, and that is how they are used.

Deciding whether to have sex or not is a MUCH smaller decision that whether to join the military. It can clearly be handled at a much younger age.
