The note is only pushed to the relays that you’re writing to.

As for the person who was mentioned, they’re only getting a notification of the mention if they’re connected to one of the relays that the note was written to.

However, if the person mentioned is using a client that NIP-65/Gossip protocol, I’m not sure of the answer there. #[2]​ #[3]​ would be better to ask there

Good question!

I just looked it up, and based on what I’m understanding, it’s because the US chooses where to put their bases for strategic reasons (power projection far away), so it wouldn’t be useful to put US bases in Canada since the US itself is right there.

Also imagine showing this map to Byzantines and saying “so there’s gonna be an offshoot of former Roman province Britannia that uses the Latin alphabet but with a Germanic language and a Roman legal system, and they’re gonna help kick the Ottomans ass”
