Yeah, that could be a good alternative to the blacklist. It’s honestly just up to what you want your relay to facilitate. Someone might just want to facilitate NIP-28 related events, some wants to have a fully open relay for anyone to broadcast to and test with and some might want to just facilitate strictly whatever is defined in the protocol.

I have blocked the spamny 70202 kind events on my relay. I have probably seen well over a million such events lately. Created a PR for nostr-rs-relay to be able to blacklist certain kinds: https://github.com/scsibug/nostr-rs-relay/pull/36. Come tear this small PR apart!
