yes, this is a zero width character that isolates the mention from plain text afterwards. The purpose is to demarcate the underlying nupub link and attributes of the mention from the rest of the text

It’s entirely a local notification. It might work for around 1 minute when you push the app in background or suspended state where Damus would still be in touch with the relays. You won’t receive any notification when app is terminated/killed. In such state, only “push notifications” can trigger which is remote notification not local
