Imo the best setup is hard money traded between cultures Bitcoin, and the loose liquid futures market needs to be race/culture specific a local currency backed by kWh.

This can be achieved by a group investing in Bitcoin miners and powerplant infustructure.

From there you create a regional energy currency you can fine tune to your future liking. (Like what the jews did with USA ESG DEI, or what Hitler did with MEFO bills)
