kde neon is windows like too, more features and graphic capabilities, much nicer than windows out of the box, but it is not stable
recently i installed linux mint
on an old computer of my dad
he could use it immediately without any issues
it is better and easier to use than windows
there is not hacking or continuous broken code repairing necessary as in many other distros
i recommend cinnamon which is fast and slick.
mint is based on debian and ubuntu which makes a transition from windows easiest.
there is really no reason to run windows
