People with power. Power can corrupt people. Once you are in the system and corruoted by it, you want to have more power or/and stay in power.
People depending on you is a great way to achieve that. When you have fear and have trouble to pay the bills then you ask the govt to protect you and give you stuff
So poore people will need the Govt to help them with free stuff.
This is why I am not trusting them with anything. Health, money, food etc. Having said that, GM π
