You have the preimage, that means the all amount was sent to Phoenix (you wouldn't have the preimage otherwise). Please contact their support and involve us if needed.

thanks roy...yes apparently stuck payments due to nostr:npub1psm37hke2pmxzdzraqe3cjmqs28dv77da74pdx8mtn5a0vegtlas9q8970 per my support communications but has happened over and over so will take a break for awhile

My 35,000 sats became 15,000 due to a closed channel on Breez. Never ever happened on any other wallet.

And I can't transfer them due to high fees

Unfortunately, you can't detach Lightning from the chain. Channel closures can happen in any non-custodial wallet (especially if you didn't use it for two years). Sweeping requires an on-chain transaction (that was the morning you saw). You will be able to redeem the funds once the mempool settles down.
