They have to recruit young and get them pigeon holed into a career in law enforcement before they are old enough to realize the job is primarily about revenue generation for the state, and showing up at incidents to collect evidence after the time for heroic intervention has passed.

From what I’ve seen as a first responder extricating and bagging bodies, it’s likely aimed at stopping rear seat passengers from killing the driver and the front seat passenger when they become projectiles in relatively low speed collisions. But I agree, regulation shouldn’t be used to interfere with natural selection.
