People are only as good as their incentives. And I think history tells us most of the people who gravitate to government are not those working in our best interest. Perhaps evil is too strong a word, but the sentiment still stands.
They've been living in a whole different world for a while now. It's pretty crazy.

The alternative to government, being nature, where the strongest rule is what makes it necessary. But its ability to deprive its subjects of life, liberty, and property is what makes it evil. If its treated by its subjects as though it is evil, it is limited. But when its subjects trust it, and give it more power, is when its evil grows.
In it's ideal I suppose it's not evil, but I think we can only get it close to being ideal when we start from a baseline that it is evil.

I'm starting to question whether government is a "necessary evil," but what I've never questioned is that it is, in fact, evil. People need to start from that base line when they think about their relationship with government.
