Voting encourages the *illegitimate children* (you know the word, starts with B), and lends the appearance of legitimacy to the system, by giving the illusion of consent. 
When they rolled out the COVID shots for everyone I remember thinking it was just because they had been previously unsuccessful in getting everyone to get annual flu shots.

This "quote" was so absurd I had to check for myself whether it was true. I downloaded the book and did searches for key words and did not find this excerpt in the book.
