Yes, you can take out a loan. But all you are doing is selling the Bitcoin, and paying someone interest on that fiat loan, you are not getting cash flow.
I have no idea that Bitcoin will always rise in relation to fiat. Do you? That's the theory, who the eff knows.
I have had and have many rental properties, if bought right, you will never have a renter problem. You will be able to adjust to market or below market rates, and always be full sans a few months here or there.

If you buy cash flow positive with good caps reserves, you don't need liquidity. Aim for a 1-2% rent to purchase price.

they are buying straight from miners, OTC desks, and directly from exchanges likely off market.
I don't understand what's fraudulent about it? By definition, it cannot be fraud. The constitution does not dictate or spell out in any way what kinds of spending Congress can make.
So how is it fraud? It's all out in the open. Go read the last omnibus bill. Read through usapending.gov.
Congress allowing and allocating/giving the ok for the Pentagon to buy 20k toilets doesn't make it fraud.
