I strongly suspect the "Fourth Turning" is a psy-ops to make conservatives think, in line with their tendencies, that we're at the end of a natural cycle of growth and decline instead of being subjected to a deliberate Cultural Revolution. It's a spooky, mystical concept.
The Marxists are keenly aware of the power of fatalism in a population you want to subdue. They wrote about it extensively, especially in the colonial context. They therefore understand making the colonized people fatalistic is key to maintaining power over them.
