If energy usage is all that matters, there would be no incentive to increase efficiency, and ASICs would never have been developed. But because Bitcoin cares about the hashrate - but NOT the amount of energy used to generate that hashrate - there is a layer of abstraction between Bitcoin and its energy consumption.
So Bitcoin is INDIRECTLY, but not directly, linked to its energy consumption.
