NIP-11 describes how relays can report information about themselves. One optional field is โrelay_countriesโ which lists where in the world the relay operates. https://github.com/nostr-protocol/nips/blob/master/11.md#content-limitations
It would be possible to scan relays to find which ones operate in desired countries. I donโt know if anyone has written a tool to do this.
