The FBI chose 10mm but their female and smaller officers couldn't get a grip on the large grip and also had a hard time making their Qualifications on the 10mm so they shortened the same diameter cartridge to the length of the 9mm (the .40S&W has a flat nose so it sort of cheats) but even that is a snappy round so the FBI (and so many LEOs) chose the capacity and easy shooting of the 9mm now.
