Absolutely. Right now it is all just privately collected. But nothing of value stays private forever when there are regulated corporations involved.
Yet another example of why KYC is a danger to you and can come back to bite people long after they used a service. Recently a group of hackers claim to have stolen 70,000 customer photos and the private information of 300,000 clients of Coin Cloud, a recently bankrupt Bitcoin ATM provider.
Now this could be used to access accounts with other service providers, create accounts to be used for money laundering and sold to groups, or it can be used to target users they know have bitcoin and try to run scams on these people.

Let's be clear: KYC is not what it originally meant. 20 years ago it meant an in depth understanding of your clients' needs so could sell them appropriate services. It now has NOTHING to do with knowing them and everything to do with grabbing as much of their private data as you can get away with on the pretence of protecting them from crime.
We have somehow moved into a world where being innocent of any wrongdoing is not enough. Failure to prove continually that you are not a criminal is itself now a crime.

I remember the time we forgot to bring a corkscrew, and for two days we had nothing to live on except food and water.
(If there are any Australians reading this, a corkscrew is what's used to open a bottle of real wine).
Strangely enough, that's not my pet hate. That distinction goes to self-appointed traffic police who pretend to be nice by directing traffic from behind the wheel instead of simply making their own intentions clear. The worst are in BMWs, they zoom up to a situation, barely paying attention, then when they jerk awake and realise what's going on start telling everyone else what to do with annoying bossy little flicks of the index finger, then get pissed when you decide on the balance of issues and your own vantage point not to obey. Tossers.
I was being ironic. But seriously, why would anyone not want credit for their own ideas if the point is to grow traction?
I once flew from Auckland to LA on New Year's Eve and crossed the date line just after midnight. By my calculations I had New Year twice. The aircrew were "meh".
The one who came out first is older because more time has passed since he was born. Simples.
It's certainly not on the drop down menu of reasons for lateness.
