I noticed that Crowdsec is blocking Tor connections on my server. I disabled it and since then I can connect to Orbot again.

The Poisson distribution is independent from the hashrate, when we assume that the hashrate is stable.

The relay is always readable, it just is a one time fee to post to the relay.
