there was some controversy in the comments on this draft, and afaik only amethyst has implemented it. as a relay operator, it was a very nice gesture from the client to provide a mechanism like this. I believe they decided on NOTIFY is different than NOTICE because clients can't tell if they should show the message to the user or not I suppose.
