Its deprecated. Was specific single lists where the d tag was a category/topic for the referenced events. Theyve been mapped to 10001 (pin), 10003 (bookmark) and 10004 (communities)
Nothing prevents you from repurposing or defining new lists using that kind. Structure it the same as any other kind 3xxxx and put whatever you want as tags
