No. You can create your own NIPs and implement them in your own client (or relay). "Official" NIPs try to simply "sync" different clients. But clients sometimes do what they want. A good example are reposts. Fiatjaf hates them and there is no NIP for them (there used to be a basic one but it was taken down) but most clients support them.

Would be awesome! Please move forward. Creating new NIPS, running custom nodes with (ideally) decentralized content included is not cheap or easy, but I will support and pay for your node service!
I’m pretty sure most of us have day jobs, not many of us are millionaires, and I’m not even a dev by trade. Nobody is making real money from nostr (yet), so decentralized has its challenges..
