They made an association of companies that get to see the dev work for the next version of Android. Once the version is ready, they push to the opensource repo.
I wonder if there will be a fork, like MySQL and Maria.

Probably not. It's too much work. Android is freaking massive.
Graphene?
Graphene isn't built independently of current Android. They depend heavily on that codebase. I don't consider it a fork.
