If your hypothesis is that presence of water in a trough will help with incentivizing cattle to move, from an engineering perspective a relatively straightforward solution to transport water is some form of pipeline. Material out of polyethylene, or pvc.
You can design the system to move water from point A to B, and you can manually or programmatically turn on flow at certain points in time.
