Is this always true?

Here’s my premise: at the lowest level you need “ungoverned” protocols and that protocol stability is critical.

As you move up higher though, governance need increases.

L1 - Bitcoin is a protocol first and foremost (and right now its “governance” - in ALL CAPS AIR QUOTES - is creaking with the knots/core polemics and attacks flying).

L2s - need more governance - sometimes as simple as a multi-sig, other times not so simple. Over time they may be able to figure out the protocol/governance delineation to move more into the protocol, but that takes time.
