Make the list of users encrypted please lol. I’m surprised the mute list is still unencrypted on most clients.

Its impossible to implement this with an encrypted list (barring some complicated zero knowledge set inclusion moon math)

Push notifications would have to be high performance, so i would be surprised if moon math would work here
