OK... but how does deficit spending work then? If we can't print money, no social security, no military empire, etc etc....

Balance the budget by spending smarter, necessity is the mother of invention.
Yeahhhh that'd be great, don't get me wrong, but I don't see a "balanced budget" happening.
What you're describing would require a bipartisan consensus towards fiscal responsibility unseen this century, and *definitely* not under this administration.
And there's no "necessity" when they have the printing press. Short-term political expediency will always win.
