I think yes to both
Most Nostr clients will only show your note if the user is connected to one of the relays you post to. Primal attempts to aggregate content from all publicly accessible relays, so Primal users should see your note even if they don't have overlapping relays with you. Relays typically don't sync between each other. Hope that helps!
