This normie had a Nostr feature idea (might be horrible one)
To be able to create a note that's only visible to a pegged hastag of your choosing. Doesn't get shown in you regular feed to your followers unless they follow that hashtag or search against it.

I like this, but it requires client support, probably better to make new note kind and have clients support showing this new kind along with kind 1 hashtags
