don't they vaccinate chickens in Europe?
I can’t speak for every country in Europe.
But a quick Google search tells me in England “It is currently illegal to vaccinate birds in England unless they are in a zoo and that developing a suitable vaccine is some way off".
I think the underlying issues is mutations. So they cull them or “stamp them out”.
