I'm no defender of Dick Cheney, but this presents a false dichotomy. One of these assholes has nothing to do with the other. It's not as if a single entity evaluated both of these people and decided to go after one while ignoring the other. It's an unfortunate reality that not everyone gets what's coming to them. But there's no connection between these two, or their circumstances.

Both spread falsehoods. One of those falsehoods actually cost lives. And only one was prosecuted.
Right. But their circumstances are unrelated, as is the mechanism by which Jones was held accountable, and Cheney was not. Comparing the fact that one was held accountable while the other wasn't is nonsensical because that outcome wasn't the result of a single evaluating decision process.
The point of the meme is to signal that people such as Cheney aren't held accountable. The ones who are actual war pigs and perpetrators of death go unscathed.
