It's sort of a dumb strategy because it minimizes the number of players, resulting in smaller pots. At the end, these people basically end up getting their money back with maybe a few extra sats. If they waited for more people to join before pushing up the hashrate, the pot would be much larger at the end, and winning would actually mean winning.
