The thing to watch out for here is the classic "perverse incentives" problem in economics, which in this case would be he lets in a bunch of flies so he can then swat them and earn more money than he would otherwise.
Although that seems to not be the case here... apparently he's not looking for ways to "game" the system... 😅
creating problems to get credit to solve them is called the cobra effect.

It's a good strategy for getting what you want, but then again I was raised in the D.C. metro area so maybe it's been normalized to me 🤷♀️
