No license required. Everything is a bit hobbyist oriented so things can be a bit clunky, but it just works.
For certain power levels, a license is needed, but that's not necessary for general usage.
Are you basically telling me that I’ll be able to have free radio-transmitted internet after I buy that device and tinker a while to set it up?

These devices work quite well, but can't overpower topology issues. It's just not going to bounce off the ionosphere :/
Line of sight is really challenging to achieve in a flat area.
With an enthusiastic community, we can continue to work on making a denser #mesh but will need some relationships built to get some rooftop installations.
