But Then I see people who don't pick up their dog poo and I think maybe it does have a place in society

I have been cleaning a green area full of dog poop bags (BAGS!) this people pick it up just to dump it where noone cleans and the rain has no effect because of the BAGS.

my kids use this space and noone else would do it.
